This report describes the policy recommendations of the SETREC project. The recommendations report focuses on ways TREC schemes can be used effectively. It outlines the possible uses of TREC schemes and gives advice on how TREC schemes should be designed given specific objectives. Recommendations are directed towards policy makers at both Member State and European levels.
